[Gara doesn't have to be the one that locked him up. It was probably Akikage, to be honest, and who knows how long ago he did it. Maybe there's been an unchanging young man in the dark storage rooms of Akikage's home for as long as Gara can remember, or maybe he's been kept somewhere else.
Either way, he's never seemed to show any interest in leaving, and with Akikage gone his care now falls to Gara and Sion-- not that he needs much of it.
